Arkansas State Employees Effective January 1, 2005, Arkansas State Employees can participate in the nation's newest employee benefit, the Health Savings Account. This benefit is offered to all participants of the HSA PPO, which is issued by NovaSys Health, a full-service managed-care company and health plan administrator based in Little Rock. This section of the site is dedicated to the Arkansas State Employee. Within this section, you will see the contribution requirements and limits along with the rates for the HSA PPO with a comparison chart.
